Place of Birth: Born on 2 August 1967, Odesa, Ukraine

Education

Graduated from Odesa National Economic University with a degree in Labour Economics and from ORIDU of the National Academy of Public Administration under the President of Ukraine with a specialisation in Public Administration.

Career

1994–1995: Head of the Press Service, Odesa City Council. Previously worked as an economist at “Odesanpromopttorg”.

Since 1998: Expert and Regional Representative of the International Republican Institute (USA) in Ukraine and Chairman of the Board of the Odesa Community Support Fund. Co-director of the M. Thatcher Liberal-Conservative Centre. Member of the National Union of Journalists of Ukraine.

1998: Ran for Parliament at No. 47 on the list of the bloc “Labour Party and Liberal Party — TOGETHER” and also contested the 134th electoral district (Odesa region) from the same bloc.
1994–2002: Member of the Odesa City Council; 1998–2002 co-coordinator of the council’s “Reforms and Order” deputy group.

2000–2005: Chief Editor of the newspaper “Yug”; previously held positions as Head of the Economics and Politics Department, Deputy Chief Editor, and Columnist.
2000–2005: Head of the Odesa Regional Organisation of the “Reforms and Order” party.

Since 2002: Commissioner of the Verkhovna Rada Committee on Freedom of Speech and Information in the Odesa region.
2002: Ran for the Verkhovna Rada from the “Our Ukraine” bloc in the 137th electoral district (Odesa region).
2002–2004: Volunteer Assistant-Consultant to People’s Deputy Ihor Hryniv (“Our Ukraine” bloc).

2003–2004: Head of the Odesa Regional Headquarters for Viktor Yushchenko.
2004–2005: Trusted representative of Viktor Yushchenko in TEO No. 138 (Odesa region).

2005–2006: Head of the Odesa Regional Headquarters of the BYuT party.
2006–2007: Member of Parliament, 5th convocation, elected from the Yulia Tymoshenko Bloc (No. 95 on the list), member of the “Batkivshchyna” party.

Since 2007: Chairman of the Board of the NGO “Freedom and Democracy Fund”.
2007: Ran for the Verkhovna Rada from the “Party of Free Democrats” (No. 13 on the list).

2012: Elected Member of Parliament, 7th convocation, from the “UDAR” party (No. 26 on the list); since 2011, Deputy Head of the Central Executive Committee of the “UDAR” party.

2015–2018: Head of the Main Department of Local Self-Government and Decentralisation, Office of the President of Ukraine.
2005–2006: Deputy Mayor of Odesa.

Since December 2018: Member of Parliament, 8th convocation, elected from the “Petro Poroshenko Bloc” as a non-partisan candidate.
